The states and territories implemented:

• a ban on the sale, transfer, possession, manufacture, and importation of semiautomatic rifles and pump action shotguns (and their parts, including magazines)

• a register of all firearms

• shooter licensing based on a genuine reason for owning a firearm

• safe storage requirements

• and uniform laws that would then apply across the country.
